Studies

  • Bachelor's Degree in Aeronautical Engineering from the Technical University of Madrid.
  • Bachelor's Degree and Doctorate in Economic Science from the Complutense University of Madrid.

Professional experience

  • Mathematics Professor at the Higher Technical School of Aeronautical Engineering and the Complutense University of Madrid from 1972 to 1982.
  • Between November 1982 and May 1996 he was, successively, the Secretary-General for the Budget (1982-1984), State Secretary for the Treasury (1984-1991) and Minister for Public Works, Telecommunications, Transport and the Environment (1991-1996).
  • In April 1998, he won the Socialist Party primary elections to stand as candidate to the Presidency of the Government.
  • Member of Parliament for Barcelona between 1986 and 2003, he chaired the Joint Committee for Foreign Affairs and was a member of the European Convention (1999-2002), which drafted the European Constitution project.
  • Elected as a Member of the European Parliament in 2004, he served as the President of the European Parliament in the first half of the 2004-2009 legislature and as Chairman of the Committee on Development in the second half.
  • He served as President of the Euro-Mediterranean Parliamentary Assembly and as Co-President of the Euro-Latin America Parliamentary Assembly.
  • He served as President of the European University Institute of Florence from 2010 to 2012. From 2013 to 2017, he took up his chair again as a Professor at the Faculty of Economic Science at the Complutense University of Madrid and was awarded the "Jean Monnet" Chair on European Economic Integration.
  • He is currently holds the "Jean Monnet" Chair at the Complutense Institute of International Studies.
