The head of the Executive, who was accompanied by the First Vice-President of the Government of Spain and Minister for Treasury, María Jesús Montero, praised the "vocation of public servant" of Toscano, "history of municipalism and socialism in our country; history of Seville and of democratic Spain" with his "four decades of trust" in Dos Hermanas, deserving of an "authentic gold medal of municipalism".
Pedro Sánchez stressed that Toscano's policy has been one of deeds and his actions are his legacy. "You have understood like no one else that a city is its people, but that its people need public services, jobs and housing." He celebrated his "unwavering vocation" and his "life story" of "helping others", as he also was as a lawyer when he devoted his time to defending workers as a labour lawyer. "Dos Hermanas cannot be understood without Quico Toscano and Quico's life cannot be understood without Dos Hermanas," summarised the president.
