The President of the Government, Pedro Sánchez, has presided over the 8th meeting of the Interministerial Commission for the Recovery, Transformation and Resilience Plan at Moncloa Palace, where the progress made in its deployment and the next steps to continue contributing to the transformation of Spain in a green and digital key were analysed.
Present at the meeting were the First Vice-President of the Government of Spain and Minister for Treasury, María Jesús Montero; the Second Vice-President of the Government of Spain and Minister for Work and Social Economy, Yolanda Díaz; the Third Vice-President of the Government of Spain and Minister for Ecological Transition and Demographic Challenge, Sara Aagesen; the Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares; the Minister for the Presidency, Justice and Parliamentary Relations, Félix Bolaños; the Minister for Defence, Margarita Robles; the Minister for Home Affairs, Fernando Grande-Marlaska; the Minister for Transport and Sustainable Mobility, Óscar Puente; the Minister for Education, Vocational Training and Sports and Government Spokesperson, Pilar Alegría; the Minister for Agriculture, Fisheries and Food, Luis Planas; the Minister for Territorial Policy and Democratic Memory, Ángel Víctor Torres; the Minister for Housing and Urban Agenda, Isabel Rodríguez; the Minister for Economy, Trade and Enterprise, Carlos Cuerpo; the Minister for Social Rights, Consumer Affairs and 2030 Agenda, Pablo Bustinduy; the Minister for Science, Innovation and Universities, Diana Morant; the Minister for Equality, Ana Redondo; the Minister for Inclusion, Social Security and Migration, Elma Saiz, and the Minister for Youth and Childhood, Sira Rego.
The President of the Government detailed the progress made with deploying the Recovery Plan, noting that more than €44 billion in calls for proposals have so far been resolved by both the General State Administration and the regional governments. In addition, there are already around 840,000 direct beneficiaries of the plan, of which 40% are micro-enterprises and SMEs. Similarly, the agreements with the ICO and the EIB for the execution of nearly €56 billion of funds created with both organisations were approved. We are the first EU country to receive funds from Recovery Plan transfers.
The Recovery Plan is enabling social and territorial cohesion to be strengthened with major transformative projects in all the autonomous communities. The PERTEs have already reached €17.4 billion in resolved calls, promoting projects such as the battery gigafactories in Sagunto, Navalmoral de la Mata and Zaragoza. Thanks to NextGenerationEU funds, nearly 25,000 social rental housing units are already under development and more than 337,000 new VET places have been created, among other milestones.
During the Interministerial Commission, new steps in the fulfilment of milestones and targets and the deployment of the Recovery Plan were discussed. The issues included the official request for the Technical Addendum to the Recovery Plan that Spain will present today, Tuesday 3 December, on which the government has been working with the European Commission. The Addendum brings forward more than 50 milestones and targets already met, so that the fifth transfer disbursement and the first two loan disbursements will go from 29 milestones and targets to more than 80 milestones and targets.
This will allow the formal request for the fifth disbursement of more than €7.5 billion in transfers to be formalised before the end of 2024, together with the first two loan disbursements, for a total amount of close to €25 billion.
The Interministerial Commission also discussed the progress of work on the reprogramming of funds, with the aim of directing them to actions that contribute to the reconstruction and relaunching of the areas affected by the hurricane. The Government of Spain is already working with the European Commission to include the new DANA Component in the Recovery Plan. The negotiation process will be completed in the coming weeks with the official request for the DANA addendum.
Last, the creation of the Consorcio Estatal en Red for the Desarrollo de Medicamentos de Terapia Avanzada (CERTERA) and the Consorcio Centro Nacional de Neurotecnología were approved. These two consortia will position Spain at the forefront of advanced therapies and neurotechnology, helping to transform and modernise the economy through knowledge and innovation.
