First, he supported the strengthening and improvement of the international financial system. In this respect, he stressed that Spain has successfully negotiated an agreement within the IMF whereby this organisation will increase its quotas by 50%, reinforcing its role as an instrument of global financial security.

Second, the President advocated urgently addressing the climate emergency, recalling that at the next COP28, a strong and balanced package should be agreed based on three interconnected pillars: meeting the 100 billion a year funding target, doubling funding for climate adaptation and, in terms of climate change mitigation, reaching the maximum global emissions target by 2025 and reducing them by 43% by 2030 through renewable energies to achieve the 1.5 degree target.

Last, the President condemned Russia's war of aggression against Ukraine in the strongest terms, calling for a just and lasting peace based on the UN Charter and the principles of sovereignty and territorial integrity, and for continued support for Ukraine.

He also reiterated condemnation of the terrorist attacks against Israel on 7 October. He welcomed the recent agreement to release 50 hostages and the resulting four-day humanitarian pause. He insisted that a way must be found to end the humanitarian crisis in Gaza, defending the two-state solution and reiterating Spain's proposal for an international peace conference to take place as soon as possible.
