The Government of Spain has already met more than 66% of its commitments and expects to reach 73% in the next six months

The "Cumpliendo" Report responds to the president's commitment to report on the progress of the government's actions to the public on a regular and systematic basis, making the compliance status of the commitments made by the executive branch known to the public. This initiative consolidates our country's position at the international forefront in this area and allows us to advance in terms of democratic quality and in the culture of public governance and combating political disaffection and developing a process of institutional learning enriched by public debate.
This is why Pedro Sánchez has announced that the Executive will incorporate this accountability mechanism into the next reform of the Transparency Law, in such a way that it will be institutionalised for all future governments.
The methodology applied in preparing this report is consolidated and endorsed by the Methodological Analysis Group, made up of a group of experts in different fields, which guarantees the quality and objectivity of the exercise.
All the information contained in the report is detailed on the "Cumpliendo" microsite of the Presidency of the Government's website, organised by sector, through a dynamic visualisation panel and an open data archive.
Balance of compliance
Since the investiture, the Government has made 1,513 commitments (32 in this year), of which it has already met 66.8%. This represents a 6% increase over the June forecast.
As for the total of 239 commitments made by the president in his investiture speech to the General Courts, the degree of compliance exceeds 73%, with a forecast for the next six months that reaches 80%.
Of the 428 commitments from the Progressive Coalition Agreement, 68.9% of the commitments made had already been met by December 2022, with a forecast of more than 75% by June 2023.
On the other hand, at 31 December, 73.9% of the commitments made in public statements and declarations by members of the Government had been met, 52.5% of those associated with the Recovery, Transformation and Resilience Planand 57.8% of those arising from other investiture agreements.
Compliance by axes
The "Cumpliendo" Report analyses the most relevant commitments met and in progress for each of the main guidelines of the Government's action: ecological transition, digital transformation, gender equality and social and territorial cohesion.
Green Spain
In this area, the Government has reached almost 61% compliance with its commitments and the forecast is to reach 65% in July next year.
In addition to the Strategic Projects for the Recovery and Economic Transformation (PERTE) of Electric Vehicles, Decarbonisation, Circular Economy, Digitalisation of the Water Cycle, the Agri-food sector and the Shipbuilding Industry, it is worth highlighting the start of the parliamentary processing of the Sustainable Mobility Law or the extension of the Incentive Programme for Efficient and Sustainable Mobility (MOVES III).
For energy efficiency, the territorial distribution of €1.889bn was ratified to finance residential refurbishment actions and the construction of social rental housing in energy-efficient buildings, in addition to the approval of the Energy Efficiency and Saving Measures Plan aimed at the General State Administration and state public sector entities.
The Executive also gave the green light to the law regulating the Common Agricultural Policy (CAP) management system and to the Royal Decree-Law adopting urgent measures on forest fires throughout the year. Also to the Law on Waste and Contaminated Soils for a Circular Economy and to the plans for Marine Protected Areas, Natural Heritage and Wetlands.
Digital Spain
The Government has already met more than 55% of its commitments in this area and plans to reach 60% within six months.
A special mention should be given to the Microelectronics and Semiconductors PERTE, which will mobilise a public investment of €12.25bn, the Aerospace PERTE (€4.533bn) and the New Language Economy PERTE.
In the area of business, the Startups Law has been approved, the Digital Kit programme continues to be implemented (62,000 self-employed people and SMEs have already benefited from it), the Crea y Crece Law, the UNICO programmes for the roll out of 5G, as well as the Telecommunications and Audiovisual Communications laws.
In addition, the Law on Science, Technology and Innovation was passed, the NHS Digital Health Strategy was published and the Draft Law on Digital Efficiency of the Public Justice Service is proceeding through parliament. Also noteworthy is the aid for the Modernisation and Innovation of the Cultural and Creative Industries, as well as the implementation of the Youth Cultural Voucher.
Spain without a gender gap
In the area of gender equality, almost 83% of the total commitments made have already been met and 91% are expected to be achieved by the middle of next year.
The most significant measures in this area are the approval of the Organic Law on the Comprehensive Guarantee of Sexual Freedom, the State Strategy to Combat Sex-based Violence 2022-2025, the Comprehensive Law for Equal Treatment and Non-Discrimination and the Organic Law criminalising the harassment of women who go to clinics for voluntary termination of pregnancies.
In addition, the Law on sexual and reproductive health and the voluntary termination of pregnancies, and the Law for the real and effective equality of transgender people and for the guarantee of the rights of LGBTI people are being processed in the Spanish Parliament.
An improvement in the working and social security conditions of domestic workers has also been approved and a reduction in VAT from 10% to 4% on feminine hygiene products has been included in the 2023 State Budget.
Cohesive and inclusive Spain
The Government has already fulfilled 67.6% of its commitments on social cohesion and 69% on territorial cohesion.
This section includes an 8.5% increase in the Minimum Basic Income, pensions and non-contributory benefits, as well as the approval of a new contribution system based on net income for self-employed people.
In terms of employment, the territorial distribution of more than €2.7bn has been approved to roll out new Active Employment Policies; the new Employment Law is being processed in Parliament and public employment stabilisation offers have been approved, which include a total of 372,612 positions and the Preliminary Draft Law on the Civil Service of the State Administration.
Also noteworthy are the PERTE of the Social and Care Economy, with an investment of 800 million euros; the Bill for the right to housing, which is currently going through parliament, and the approval of the Youth Rental Voucher. Also the approval of the Organic Law on the organisation and integration of Vocational Training, the preliminary draft of the Family Law and the State Action Plan for the European Child Guarantee.
In the area of health, the Primary Care Action Plan has been approved, the 024 suicide hotline has been set up, the National Strategic Plan for the reduction of childhood obesity and the new portfolio of oral health services have been implemented, while the Bill to consolidate the Equity, Universality and Cohesion of the NHS is being processed through the Spanish Parliament.
Other initiatives in this area include the Law on Democratic Memory, the Preliminary Draft Law on Transparency and Integrity in the Activities of Interest Groups, the reform of the LOREG to regulate the voting of Spaniards abroad, and the implementation of the procedure for the decentralisation of state entities.
