The Recovery, Transformation and Resilience Committee will be in charge of establishing the general political guidelines for the development and implementation of the Recovery Plan and tasked with the strategic monitoring of the Plan, as well as with implementing any other activity following a decision from the Council of Ministers, pursuant to the provisions of Royal Decree-Law 36/2020.
Following the constitution of the Committee, the Third Vice-President of the Government and Minister for Economic Affairs, Nadia Calviño, explained the status of the drafting and negotiation of the Recovery, Transformation and Resilience Plan. For her part, the Minister for the Treasury, María Jesús Montero, presented the design of the implementation, coordination, monitoring and oversight instruments of the Recovery Plan.
Technical Committee for the Recovery Plan
At Tuesday's meeting, the composition of the Technical Committee for the Recovery, Transformation and Resilience Plan was also approved, as provided for in the aforesaid Royal Decree-Law. The members of this committee respond to technical criteria according to the skills and experience in managing European funds and to the need for the organic profiles to comply with the functions assigned to the Committee. The Committee will be made up of a total of 20 senior public professionals.
Pool Moncloa / Fernando CalvoThe Technical Committee for the Recovery, Transformation and Resilience Plan is a support body for the Inter-ministerial Committee tasked with providing support by facilitating such documentation as may be necessary; carry out studies, draw up reports and analyses commissioned by the Inter-ministerial Committee; provide support for the authority responsible for the Recovery Mechanism; approve guidelines, procedural manuals and standard public tender models, terms and conditions for rounds of proposals for subsidies, aid and conventions, and approve recommendation and guidelines on the adoption of IT and digital tools.
