His Majesty King Felipe VI chaired the meeting of Trustees of the institution, which was set up by the Council of Ministers on 22 September 2000 with the aim of promoting cultural relations and cooperation on educational and scientific matters between Spain and the countries of the Ibero-American Community of Nations, as well as other countries with special historical, cultural or geographic ties to Spain.

The President of the Government, Mariano Rajoy, attended as executive president of the Board of Trustees, and the Vice-President of the Government, Soraya Sáenz de Santamaría, as ex-officio member.

The Carolina Foundation presented its Action Plan for 2017, which includes offering 547 scholarships for Ibero-American students and researchers in Spain.
