In this regard, Spain will present a series of proposals based on its experience in managing migratory flows, above all on the issue of cooperation with countries of origin and transit of these flows.

This European Council will also discuss macro-economic coordination between Member States - the so-called European Semester - of the specific recommendations by country and will offer its reaction to the report on strengthening the Economic and Monetary Union. This report was drafted by the President of the Commission in close collaboration with the President of the Euro Summit, the President of the Eurogroup and the President of the European Central Bank, and was presented on 22 June.

It will also be used to analyse the recent European Commission Communiqué entitled "A Strategy for the European Digital Single Market" and will favourably report on the adoption of the Regulation on the European Structural and Investment Fund (ESIF) strategy, the main element of the so-called "Juncker Investment Plan" to mobilise public and private investment over the next two years.

Moreover, in compliance with the Conclusions from December 2013, the European Council must tackle the work on common security and defence policy (CSDP) issues, and will call for the European Union's Global Security Strategy to be boosted.

It is also likely that this European Council will discuss the issue of the closure of the financial assistance programme to Greece following the Euro Summit on 22 June, pending the technical accreditation of the Eurogroup meeting on 24 June.
