The Ministry of Agriculture, Fisheries and Food, through the Spanish Agricultural Guarantee Fund (FEGA), has coordinated the payment, by the autonomous communities, of 3.665 billion euros of the direct aid of the Common Agricultural Policy (CAP) for the 2024 campaign, until 31 December, the advance payment period for which began on 16 October.
This is the second campaign of the new CAP 2023-2027, which came into force on 1 January 2023. This amount, paid at 31 December, is 189 million euros more than last year, when a new CAP was launched, with a pace of payments still marked by the specificities of these transition years.
In the specific case of the CAP 2024 campaign, the application period started in February. The initially planned deadline was extended by one and a half months, until 15 June, at the request of autonomous communities and agricultural organisations. This took into account the changes in European and national regulations introduced during the first months of the year.
From 1 December 2024, 90% of the basic income support and its supplementary payments were authorised. Also since 1 December 2024, it has been possible to transfer 90% of the payment for the eco-regimes and the coupled support schemes for agriculture, except for the specific payment for cotton, as well as the coupled support for livestock, except for calf fattening.
Only applications for which all checks have been completed by the autonomous communities have been eligible for such payments.
Once the allocation of entitlements from the National Basic Income Support Reserve is completed (by 28 February 2025 at the latest), as well as the calculation of final unit amounts, carryovers and transfers between interventions (by 1 May 2025), the payment of the remaining 10% shall be authorised and shall be made by 30 June 2025 at the latest.
With regard to the crop specific payment for cotton and calf fattening aid, the eligibility requirements for these aids cannot be verified until the beginning of 2025, as the calculation of the unit amount is based on the production units (hectares and number of animals) that meet all the requirements of these aid schemes. As in the case of the other schemes, the deadline for making payments under these two aid schemes is 30 June 2025.
