The Government has presented its Third Action Plan with a commitment to develop 20 open government measures

The presentation was made by the Secretary of State for Public Function, Elena Collado; the Secretary General of Justice Administration, Antonio Dorado; the Director of the Centre for political and Constitutional Studies, Benigno Pendás; the Director General of Red.es, José Manuel Leceta; the Director General of Territorial Evaluation and Cooperation, José Luis Blanco, and Carmen Mayoral, the Deputy Director for Modernisation of the Federation of Municipalities and Provinces of Madrid.

The plan is structured around five guiding principles: collaboration, participation, transparency, accountability, and training. It will be developed with the participation of the Autonomous Regions, Local Authorities and civil society.

Among the measures included in the plan is the commitment to improve and expand on the contents of the General State Administration Service's Transparency Portal and to develop and approve a Transparency Act in this parliamentary term.

The Aporta programme, aimed at opening up public sector information, will be strengthened by developing the law on the reuse of public sector information, and the national catalogue of open data will be expanded by at least 20%.

In the field of justice, the aim is to improve access to judicial information with measures such as making available to citizens more information about oral hearings and judicial case file documentation, among others, and to provide a streaming broadcast service for certain court hearings.

Meanwhile, public employees will be trained in the principles and strategies of open government, the awareness of civil society will be raised through free and open information resources, and education in open government will be promoted through activities in schools.

In order to develop all these measures a sectoral commission has been set up to work with the Autonomous Regions, as well as a network of local authorities to promote transparency policies at a local level. An Open Government Forum will also be set up to work alongside the social society stakeholders involved: representatives from the academic world, consumer and user organisations, not-for-profit associations, and third sector organisations.
