Statement by Small Group of the Coalition to counter DAESH

  • After liberating parts of Iraq and Syria from DAESH, restricting their freedom of movement, reducing their financial capacity, delaying their reinforcement of combatants and counteracting their messages, we acknowledge the complexity of the task ahead of us and reaffirm our commitment to working together against DAESH with a multifaceted and long-term policy. DAESH is an uncompromising threat to the international community. Our common wish to bring this scourge to an end helps drive our coalition. We are going to bring the full weight of all the tools available to this end with force, unity and determination. We are committed to tackling DAESH at a global level through the adaptation of our resources and responses in light of the different needs on the ground.
  • We acknowledge the dedication and consistency of the Iraqi security forces, the Kurdish Peshmerga forces, the Popular Mobilisation Forces, the Sunni tribal forces and the Syrian moderate opposition forces, all of whom are key to the success of this effort. We are going to continue providing support to the Iraqi security forces according to as and when they recover zones controlled by DAESH. We are also going to support the moderate Syrian forces allied to the collation, while seeking out new opportunities for making progress on the ground in Syria and Iraq. We reaffirm our continued support for the efforts of the government of Prime Minister Haider al-Abadi in tackling corruption, decentralising certain federal authorities and reconciling the different ethnic and sectarian divisions in Iraq.
  • The coalition is behind the Syrian people against DAESH in Syria and supports the talks that have taken place in Vienna with the aim of establishing a firm base for a political transition based on the principles of the Geneva Communiqué, in order to attaining a democratic, inclusive and pluralistic government that represents the will of all the Syrian people. We also appreciate the United Nations' participation in these talks and the role it will perform in the future.
  • We have used Friday's meeting of the coalition to improve our understanding of the probable opportunities and challenges that we will face in the coming year and consequently to prepare for them. We have also identified the priorities for coordinated actions between the military campaign and the coalition's working groups: foreign terrorist fighters, the fight against terrorist financing, support for stabilisation and the counter-narrative in the coming months. We look forward to the next meeting of the Small Group of the Global Coalition to counter DAESH that will take place in Rome at the start of 2016.
