The main aim of the meeting, called by the Secretary-General of the United Nations, Ban Ki-moon, was to convey to the participants in the political dialogue in Libya headed up by the United Nations the need to conclude the process and to sign an agreement to form a National Agreement Government without further delay.
The high-level meeting also urged the armed groups to cease hostilities and allow the resumption of the political transition and underlined the unanimous support of the international community for a political solution to the crisis, not a military one; and recalled that those who seek to sabotage the peace process will be brought to justice to answer for their actions.
In his speech, Ignacio Ybáñez underlined the urgency, due to the deterioration of the humanitarian situation and the progress made by terrorists, to form a National Agreement Government capable of tackling the major challenges facing the country: national reconciliation, the fight against terrorism, economic reconstruction and the fight against illegal trafficking, including human trafficking. Ignacio Ybáñez highly rated the actions of the Special Representative of the United Nations Secretary-General for Libya, Bernardino León, and of the neighbouring countries to help find a solution to the conflict, but recalled that only the Libyan people can take decisions over their future. After a long period of negotiations, he said, there is a proposal that should serve as a basis for consensus. It makes no sense to continue revising it.
Finally, he reiterated Spain's determination to support this National Agreement Government as soon as it is formed.
