Joint statement from governments of Spain, Germany, Italy, the United Kingdom and the United States

This outcome is an important step in the joint efforts to reach a representative and fair solution that supports the successful transition of Libya towards a sovereign, peaceful and stable democracy, and to overcome years of conflict that have caused so much pain and suffering.

The leaders of the National Agreement Government, as contained in Annex I of the text of the definitive Framework Agreement, will have maximum responsibility for supervising the transition and to provide the people of Libya with a stable and inclusive government so needed by the country. We call on all Libyans, on the representatives of the people, on the political parties, on the municipal authorities and on civil society to support this historic agreement and to call the National Agreement Government to serve the country. There is no time to waste. The National Agreement Government will be the legitimate entity that ensures the protection of the civilian population in Libya and that tackles the growing threat from terrorist groups before they take a stronger foothold. No weapons should enter Libya unless this is at the request of the National Agreement Government in accordance with the terms of the political agreement and with the corresponding resolutions of the United Nations Security Council.

We urge the House of Representatives and the National General Congress to immediately and definitively approve the text of the final Framework Agreement and the appointment of the leaders of the National Agreement Government listed in Annex I thereof. Any delay in the formation of a unity government will only prolong the suffering of the Libyan people and benefit the terrorists that are seeking to take advantage of the chaos.

The international community will be on the side of the National Agreement Government in its tough task of restoring peace and stability in Libya and will isolate all those who do not respect the political agreement.
