Spain aligned itself with the position adopted by the European Union and advocated the need to design global strategies to fight terrorism in any shape or form. In line with the concerns of the United Nations regarding the design of effective mechanisms to combat this new form of terror, the Ministry of Justice highlighted the forums that it has been promoting within an international framework and that are called on to prevent and dissuade terrorism and cooperate on enabling its eradication. This meeting highlighted the creation of a new and specialised jurisdictional mechanism, being promoted by the Ministry of Foreign Affairs and Cooperation as a new and effective initiative in this global strategy to combat terrorism.
The Under-secretary for Justice highlighted the regulatory efforts being made by the ministerial department to adapt our system to new forms of crime. Along these lines, Áurea Roldán mentioned the recent reform of the Criminal Code and the forthcoming incorporation of technological investigation measures within Spanish legislation, as well as the new laws in defence of democratic regeneration and the fight against corruption.
The third element of the Spanish contribution revolved around the creation of the Asset Recovery and Management Office, which was announced by the President of the Government in the latest Debate on the State of the Nation. The under-secretary stressed that the creation of this office seeks to recover proceeds arising from the commission of illegal activities and to subsequently use these proceeds to help victims, social projects and in the actual fight against organised crime.
