In the same way as at the first meeting held in Algeciras on 26 February and as at the second meeting held in Gibraltar on 9 July, the content of the meeting was primarily technical in nature and meant progress could be made on questions of a practical nature that allow the full application of the provisions contained in the Withdrawal Agreement that benefit citizens and workers in the area.

The Memorandum of Understanding on Citizens' Rights, signed on 29 November 2018, together with the Memorandum of Understanding on Cooperation in Police and Customs Matters, the Memorandum of Understanding on Cooperation on Environmental Matters and the Memorandum of Understanding on Tobacco and Other Products accompany the Protocol on Gibraltar, annexed to the Withdrawal Agreement of the United Kingdom from the European Union, with effects that go beyond the transitional period provided for in the Withdrawal Agreement.

At the third meeting, the Spanish delegation was headed up by representatives from the Ministry of Foreign Affairs, European Union and Cooperation, from the Ministry of Home Affairs, from the Ministry of Work and Social Economy and from the Ministry of Inclusion, Social Security and Migration. Representatives from the Regional Government of Andalusia and from the Association of Municipalities of Campo de Gibraltar also took part in the meeting. The British delegation included representatives from the British Embassy in Madrid, from the Foreign and Commonwealth Office and from the authorities in Gibraltar.
