The future relationship between the European Union and the United Kingdom will be governed by an agreement other than the Withdrawal Agreement.
The Withdrawal Agreement establishes a transition period for the United Kingdom up to 31 December 2020, which will also apply to Gibraltar under the provisions of the annexed Protocol on Gibraltar. However, relations between the EU and the United Kingdom will be governed by an Agreement on Future Relations, which will foreseeably take effect at the end of the transition period.
Laying the foundations for future relations between Gibraltar and the EU will require separate agreements between the EU and the United Kingdom, which will all need to be previously agreed upon by Spain.
