At the event, presided over by H.M. the King, the following also attended in their capacity as ex officio members of the Board of Trustees: the Vice-President of the Government, Soraya Sáenz de Santamaría, and the Ministers for Education, Culture and Sport, José Ignacio Wert, and for Industry, Energy and Tourism, José Manuel Soria. Mariano Rajoy is its Executive Chairman.

At the meeting, the Governing Board took stock of the recent activities performed and presented the accounts for 2014. The management of the institution announced its Action Plan for 2016, which provides for an increase in post-graduate and doctorate grants, steps up the internationalisation of Spanish study centres, contributes to the articulation of the Ibero-American Knowledge Area and strengthens its public and cultural leadership and diplomacy programmes.

The Carolina Foundation was set up in 2000 to promote cultural and cooperation relations on educational and scientific issues between Spain and the Ibero-American Community of Nations, as well as with other countries with special historic, cultural and geographic ties.

By mandate and mixed nature (public-private), it is a unique institution in the system of foreign affairs actions. It is currently developing two programmes: the Training Programme and the International Visitor Programme. Moreover, these are complemented through two initiatives: Living in Spain and the Carolina Network.
