Juan Ignacio Zoido congratulated the recipients "with the added pride that your dedication, professionalism and commitment are not only recognised in your country but also further afield". He went on to add that "our security in this increasingly globalised world is now being sought beyond our borders".

In his speech, the Spanish Minister for Home Affairs stressed that "Spain and France have maintained the highest level of cooperation and understanding in terms of security for many years and the best example of this loyal partnership was unquestionably the defeat of ETA terrorism by our police forces thanks to the development of a shared counter-terrorism strategy".

Furthermore, he underlined an agreement between the two countries for the delivery of all ETA documentation held by France, "an unprecedented judicial cooperation mechanism that will help investigate and clarify unsolved cases of terrorism", he said.
Juan Ignacio Zoido said that "we are now maintaining that same level of collaboration, support and solidarity against Jihadi terrorism and, just as we defeated ETA together, we will also end the Jihadi threat together. Because, together, we are stronger against terrorism, drug trafficking and in the fight against the mafia gangs that profit from illegal immigration".
