This procedure has been initiated on Monday afternoon with the presentation of a document to the Council of State requesting this State advisory body to draft an urgent report - within 24 hours - on the challenge made by the Government of Spain against the regional parliamentary resolution.

A report from the Permanent Committee of this body is a condition precedent for presentation by the Government of Spain of an appeal of unconstitutionality, as established by the law governing how this executive advisory body operates.
