The Counter-Terrorism Committee (CTC) is a body of the United Nations Security Council consisting of its 15 Member States. The Executive Directorate of the CTC was set up in 2004 following an initiative promoted by Spain during its previous period as a member of the Security Council. The CTC meeting in Madrid is being attended by almost 70 countries and 400 experts from Member States of the United Nations and international organisations. Its goal is to approve a stronger strategy to combat the phenomenon of foreign terrorist fighters.

At the meeting between Minister García-Margallo and Executive Director Laborde, the two men held detailed discussions on the special meeting in Madrid and the scheduling of United Nations activities following an initiative by Spain involving victims of terrorism to coincide with the Spanish presidency of the Security Council in October.

Executive Director Laborde said that the Executive Directorate of the CTC is grateful to Spain for organising the special meeting in Madrid entitled "Stemming the Flow of Foreign Terrorist Fighters" and for its constant support for the efforts made by the CTC.
